The State Council, China's Cabinet, recently announced it is setting up pilot zones for green finance reform and innovations.
國務(wù)院最近宣布建設(shè)綠色金融改革創(chuàng)新試驗區(qū)。

The pilot zones will be in the Xinjiang Uygur autonomous region and Guangdong, Guizhou, Jiangxi and Zhejiang provinces.
這些試驗區(qū)將設(shè)在新疆維吾爾自治區(qū)以及廣東、貴州、江西和浙江4省。

國務(wù)院決定，建設(shè)各有側(cè)重、各具特色的綠色金融改革創(chuàng)新試驗區(qū)（pilot zones for green finance reform and innovations），在體制機制上探索可復(fù)制可推廣的經(jīng)驗（explore replicable ways to boost green financing）。

建設(shè)綠色金融改革創(chuàng)新試驗區(qū)有五項主要任務(wù)：

支持金融機構(gòu)設(shè)立綠色金融事業(yè)部或綠色支行（to set up green finance departments or green branches）

鼓勵發(fā)展綠色信貸（to encourage the development of green credit）

探索建立排污權(quán)、水權(quán)、用能權(quán)等環(huán)境權(quán)益交易市場（to roll out pilot markets for trading pollution, water and energy rights）

建立綠色產(chǎn)業(yè)、項目優(yōu)先的政府服務(wù)通道（to provide policy support for green industries and projects）

建立綠色金融風(fēng)險防范機制（to establish a risk prevention mechanism for green finance）

會議提出，鼓勵小額貸款（microfinance）、金融租賃公司（financial leasing companies）等參與綠色金融業(yè)務(wù)。支持創(chuàng)投（venture capital）、私募基金（private equity）等境內(nèi)外資本參與綠色投資。
