如何表達(dá)“國庫、小金庫”

外匯儲備作為一個國家金融實力的標(biāo)志，是充實國庫、穩(wěn)定本國匯率的物質(zhì)基礎(chǔ)。但是，外匯儲備增長過快、規(guī)模過高也會給經(jīng)濟(jì)帶來很多不利影響。針對目前外匯儲備充實國庫的現(xiàn)狀，央行提出了三項解決措施：不再“寬進(jìn)嚴(yán)出”、變“藏匯于國”為“藏匯于民”、鼓勵企業(yè)“走出去”。

relieve the pressure.
The State Administration of Foreign Exchange has started to free up the
country's foreign exchange regime with a shift from stockpiling foreign exchange
reserves in State coffers to letting businesses and individuals hold more
foreign currency.
報道中的to stockpile foreign exchange reserve in State
coffers實質(zhì)上是“藏匯于國”的相應(yīng)英文表達(dá)，“國”在這里指state
coffers（國庫）。Coffer原意指safe（保險箱），我們?nèi)粘Ｉ钪兴缘摹八椒垮X”或“小金庫”就可以說成a private
coffer。
當(dāng)coffer涉及到巨大的財源，表示金庫或國庫時，人們常用它的復(fù)數(shù)形式，如The government's coffers are
almost empty.（ 政府的金庫幾乎空了。）
順便提一下，“藏匯于國”的“藏”實質(zhì)上是“儲藏”，可用stockpile來表示；“匯”不言而喻就是“外匯”了，而“外匯儲備”則可用foreign
exchange reserve來表達(dá)。
