Stricter ban on baby formula considered

Authorities on Thursday released a draft plan to prohibit the promotion of breast milk substitutes through advertisements and free gifts, the Beijing News reported.

The plan, posted on the Legislative Affairs Office of the State Council’s website to gauge public opinion, could result in China taking measures to boost breastfeeding.

The draft says no to any promotion for baby formula for infants younger than 6 months old, and forbids printing baby pictures on the products. Hospitals will be prohibited from persuading pregnant women to buy breast milk substitutes.

Although China enacted a law to prohibit the advertisement and promotion of breast milk substitutes in 1995, its enforcement lacks teeth. The punishment is limited to warnings, confiscation or fines.

But it will get tougher for violators according to the new draft. Violations may become a crime.

The draft plan is open for public opinions until Dec 4, 2011.
