The Gwadar Port Authority (GPA) has opened electronic bids for the construction of an Off-Dock Terminal in Gwadar, a major step toward enhancing the port’s cargo handling capacity and improving trade under the China-Pakistan Economic Corridor (CPEC).
According to the Ministry of Maritime Affairs, firms registered with the Pakistan Engineering Council (PEC) in Category C-3 are eligible to apply. The deadline for submission is November 7, 2025, with bids opening on the same day. Moreover, a pre-bid meeting will take place on October 30, 2025, at the GPA head office on Pak-China Friendship Avenue in Gwadar.
Boosting Cargo Efficiency and Trade Flow
The new Off-Dock Terminal aims to reduce congestion at the main port by creating additional space for cargo handling and storage. This facility will improve logistics efficiency, accelerate vessel turnaround times, and streamline trade operations. Relocating container management and clearance away from the main seaport will help maintain smoother cargo flows associated with CPEC.

This terminal is a key component of GPA’s broader development strategy, designed to strengthen port operations and accommodate increasing cargo volumes. Furthermore, the project underscores Pakistan’s commitment to modernising maritime infrastructure, enhancing regional connectivity, and promoting sustainable trade growth.
Bidding documents are available through the Public Procurement Regulatory Authority (PPRA) e-procurement portal. In accordance with PPRA rules, the GPA reserves the right to accept or reject any or all bids.
