On August 25, minutes after alarms sounded at the 110 kV Jiaogang Substation in Taizhou, Jiangsu province, dispatchers Tang Xiaoyan and Liu Yujie followed the newly issued "Dispatcher Fault-Handling Quick-Card" (released in June) and completed fault isolation and non-fault area restoration within five minutes.

The quick-card is a standardized playbook designed to eliminate reliance on individual experience and inconsistent interpretation of complex signals. It covers five typical 20 kV and 10 kV scenarios—single-phase earth faults under normal weather, severe-weather faults, full-line trips, cascading trips and sectional trips—and specifies the exact duties of primary and secondary dispatchers, step-by-step procedures, signal-decision rules and special-case protocols. Color-coded flowcharts provide an intuitive, system-wide decision tree.

During the incident, workers applied the "single-phase earth fault (normal weather)" procedure: the secondary dispatcher alerted repair teams while the primary dispatcher used the D5000 system to confirm, command and close the loop—achieving rapid restoration.

According to He Xiaojie, a relevant person in charge of the company, the card has created a three-dimensional fault-handling framework of "precise classification + intelligent coordination + end-to-end coverage," ensuring every action is rule-based and every decision is data-driven. Since deployment, average fault-handling time has fallen 47 percent year-on-year, and customer outage minutes dropped 63 percent in June-July. The result is markedly higher supply reliability and a robust power backbone for regional economic and social development.
